Formation :

Vます(remove ます)+かける

Meaning and how to use :

1. “affect, influence”. Means that we do action that affects other. Beside that, there are other ways of useing :「問いかける」(make question)、「誘いかける」(call upon)、「語りかける」(tell story)

For example

嫌いな人が僕と話しかけると、僕は何も聞かないとか仕事が忙しいふりをする。
Kirai na hito ga boku to hanashikakeru to, boku wa nani mo kika nai toka shigoto ga isogashii furi o suru.
When someone I hate talks to me, I’ll pretend to not hear or be busy.

社長と相談しかけたが、結局その素晴らしい提案は現実にしないことになりました。
shachō to sōdan shikake ta ga, kekkyoku sono subarashii teian wa genjitsu ni shi nai koto ni nari mashi ta.
I have discussed with the director, but finally the wonderful proposal is still not be carried out.

先生に難しい質問を問いかけても、妥当な答えを受けられない。
sensei ni muzukashii shitsumon o toikake te mo, datō na kotae o ukerare nai.
I made a hard question to the teacher, but I have got the answer yet.

2. “in progress of doing something”. There are cases that conscious action is halfdone, there are also cases that unconscious action is halfdone.

For example

彼と電話しかけるとき、突然なんとなく連絡できなくなった。
kare to denwa shikakeru toki, totsuzen nantonaku renraku deki naku natta
When I was phoning with him, suddenly we were disconnected.

彼女は何か言いかけて、黙ってしまった。
kanojo wa nani ka iikake te, damatte shimatta.
She was saying something, then she stopped.

私は雑誌を見かけるが、母に市場に行かせてしまった。
watashi wa zasshi o mikakeru ga, haha ni shijō ni ikase te shimatta.
I was reading magazine, then my mother told me to go to the market
