“in progress of doing something”. There are cases that conscious action is halfdone, there are also cases that unconscious action is halfdone.
For example

Kono kōeki sentā wa mada tate kake da.
This Trade center is still being built.
母に送る手紙は書きかけです。
haha ni okuru tegami wa kakikake desu.
The letter I send my mom isn’t finished.
経費が足りないので、このプロジェクトはできかけでキャンセルさせてしまった。
keihi ga tari nai node, kono purojekuto wa dekikake de kyanseru sase te shimatta.
This project is halfdone, but it is cancelled because of being insufficient funds
