It is used to order someone who hasn’t done something to do it immediately.
Example:
すぐにやらないか。
suguni yaranai ka.
Do it right away.
概論を提出しないか。
youron wo teishutshinaika.
Submit your introduction.
３０分ほど会議が始まる。書類をコッピーしないか。
sanjuppun hodo kaigi ga hajimaru. shorui wo koppi shinai ka.
The meeting will start in 30 minutes. Please copy the documents now.
客にお茶を入れないか。
kyaku ni ocha wo irenai ka.
Don’t you make tea for the customer?
締め切りはもう１時間ほどですよ。論文を書かないか。

Note: This structure is similar to the imperative form, but it is used in case someone hasn’t done something yet, which make the speaker angry. We pronounce it by lowering our voice as in question. It doesn’t have the polite form. It is used by men.
