Meaning and how to use :
Expresses the meaning “…What about?/ … how do you feel about?”. Used when we want to advise, suggest something.
For example
A：「他のやり方を考えてはどうか。」
ta no yarikata wo kangae te ha dou ka
B：「いいですよ」
ii desu yo
A: “What about looking for another way?”
B: “OK!”
僕たちは一緒にチームになって、互いに応援してはどうか。
boku tachi ha issho ni chimu ni natu te tagaini ouen shi te ha dou ka
Shall we team up and support the other?
俺とペアーになって宿題を一緒にやってはどうか。

Note: 「てはどうか」nearly the same meaning with 「たらどうか」 , but 「てはどうか」is written and used in formal conversations. Often used in form:「たらどうか」. In intimate spoken conversation:「Vちゃどうか」, polite speaking:「Vてはいかがですか／いかがでしょうか」.
