Meaning and how to use :

Expresses the meaning “…What about?/ … how do you feel about?”. Used when we want to advise, suggest something.
For example

A:「他のやり方を考えてはどうか。」
ta no yarikata wo kangae te ha dou ka
B:「いいですよ」
ii desu yo
A: “What about looking for another way?”
B: “OK!”

僕たちは一緒にチームになって、互いに応援してはどうか。
boku tachi ha issho ni chimu ni natu te tagaini ouen shi te ha dou ka
Shall we team up and support the other?

俺とペアーになって宿題を一緒にやってはどうか。
ore to ni natu te shukudai wo issho ni yatu te ha dou ka
What about pairing with me and doing homework together?

A:「先生に聞いてはどうか」
sensei ni kii te ha dou ka
B:「早くしたほうがいいね」
hayaku shi ta hou ga ii ne
A: “Why don’t we ask teacher?”
B: “We should do that soon”.

Note: 「てはどうか」nearly the same meaning with 「たらどうか」 , but 「てはどうか」is written and used in formal conversations. Often used in form:「たらどうか」. In intimate spoken conversation:「Vちゃどうか」, polite speaking:「Vてはいかがですか/いかがでしょうか」.
