Express the duration of an action. It describes the meaning: “that action or effect will take place at a time before a deadline”.

Note:「…まで…する」describes the incident, the action or the state that lasts until a time. The structure「…までに…する」expresses the arising, not the extension, so we can’t use this structure to express the action or the state that lasts in a long time.
