It is used to ask someone to do something for you politely.
Example:
1. ドア、開けてくれないか。
Doa, aketekurenai ka.

2. この荷物を持ってくださいませんか。持ってくれませんか。????
Kono nimotsu wo mottekuremasen ka.
Would you please bring this luggage for me?
3. 山田さんに部長は事務所で待っていることを伝えてくれませんか。

+) We can also use「~もらえないか」instead of「~くれないか」
+) There are also more polite forms such as「Vてくださいませんか/いただけませんか/いただけませんでしょうか」、「お/ご…くださいませんか」、「お/ご…いただけないでしょうか」.
+) In case of using with「もらう/いただく」, it is important to pay attention to being able to become negative potential form or not: 「もらえない」、「いただけない」.
+) In addition, in case of honorifics or Chinese verbs going with「いただく/くださる」, we can omit「になって」、「して」and this structure will become「おいでいただけませんか/くださいませんか」.
+) It is often pronounced with a high voice. We can also say「…願えないか」to ask someone to do something for us in a more polite way
