Describe the meaning “something has become a habit based on a certain decision”. We can also think that this is the result of a decision or determination to make something a rule to do. Therefore, we don’t use this structure when talking about normal habits.
Example:
毎日タバコを2本過ぎなくてすわないことにしている。
Mainichi tabako wo nihon suginakute suwanai koto ni shiteiru.
I decided not to smoke more than 2 cigarettes a day.
運動不足解消のため、僕は駅から会社まで歩くことにしている。
Undou fusoku kaishou no tame, boku ha eki kara kaisha made aruku koto ni shiteiru.
