Meaning and how to use :

Describing the meaning of speculation.

Examples:
彼女の話はうそではなかろう。
Kanojo no hanashi wa usode wanakarou.
Her story is probably not a lie.

あの人をだますなんてよくなかろう。
Ano hito wo damasu nante yokunakarou.
Deceiving him is probably not good.

田中さんはやむを得ずこんなことをすることではなかろう。
Tanaka-san wa yamuwoezu konna koto wo suru kotode wanakarou
Perhaps Mr. Tanaka did not have any other choice but to do this.

あの子は親切ではなかろう。
Ano ko wa shinsetsude wanakarou.
That kid is probably not good.

隣の人は悪い人ではなかろう。
Tonari no hito wa warui hitode wanakarou.
The neighbor is probably not bad person.

Note: This structure is quite similar with「だろう」. The form of speculation 「V よ う」 is a verb form corresponding to this usage. This is a slightly ancient, literary way of speaking, so it is often used in writing and in formal speaking. In informal speaking, we use「だろう」.
