Meaning and how to use :

Describe the meaning “on the occasion of…”.

For example

Kodomo ga umareru nisaishite ore ha tabako o yameru ni kimeru.
On the day I was born my father decided to give up smoking.

shinnen nisaishite, aisuru hito ni gashi o ii mashi ta.
On New year, I say best wishes to my family.

konkai no daiji na kaigi nisaishite, aite ni jibun no kenri o youkyuu suru tsumori da.
On this important meeting, I intend to demand for a right.

kokka toshokan o kaisai suru ni saishi te, shushou ga ki te happyou o shi mashi ta.
On the occasion the opening of national museum, Prime Minister does a speech.

daisuki na kashu ni aeru nisaishite, sain o morai mashi ta.
I get a signature from my idol, when I had a chance to meet him.

+) If used to impact meanings to nouns, the structure will be 「N/Vるに歳してのN」
+) Mostly used in writings.
+) に際し is the polite way of saying, more literary than に際して
