Meaning and how to use :

Describe the meaning “Before something begins we should do another first.”

For example

大事なことを公表するに先立って会議を行った。
Daiji na koto o kouhyou suru ni sakidatte kaigi o okonatta.
Before announcing an important statement, the meeting had been held.

コンテストに先立ち審査官を紹介しました。
kontesuto ni sakidachi shinsa kan o shoukai shi mashi ta.
Before the competition, the jury is introduced.

相談するに先だって両手は立って挨拶をする。
soudan suru ni sendatte ryoute ha tatte aisatsu o suru.
Before discussing the two side greet each other.

社長の新しい会社の開設に先立つ決まりは厳しいです。
shachou no atarashii kaisha no kaisetsu ni sakidatsu kimari ha kibishii desu.
The initial rules of the director before the company is established is very strict.

観客は町を観光するに先立って美しい風景を案内されました。
kankyaku ha machi o kankou suru ni sakidatte utsukushii fuukei o annai sare mashi ta.
Before visiting the city, the visitors are introduced landscapes.

Note:
+) There’s only the connection form “N1に先立つN2” but no “Vる先立つN2”.
+) “に先立ち” is the more literary way of saying of “に先立って”
