Describe the meaning “Even though you intend to do it, you can’t.”

Example:

親は出かけるとき家にかぎをかけたので今どこに行くに行けない。
Oya ha dekakeru toki ie ni kagi wo kaketanode ima doko ni iku ni ikenai.
My parents locked the door when they went out, so I can’t go anywhere now.

電車にかさを忘れたので早くかえるに帰れない。
Densha ni kasa wo wasureta node hayaku kaeru no kaerenai.
I forgot my umbrella on the train, so I can’t go home early.

今は雨が降っているので出かけるに出かけられない。
Ima ha ame ga futteiru node dekakeru ni dekakerarenai.
It is raining now, so I can’t go out.

電話が故障したので親に電話するに電話できない。
Densha ga koshou shitanode oya ni denwa suru ni denwa dekinai.
I cannot call my parents because the phone is broken.

今食料がないのでご飯を作るに作れない。
Ima shokuryou ga nai node gohan wo tsukuru ni tsukurenai.
There isn’t any ingredients now, so I can’t cook a meal.
