Meaning and how to use :

Describe the meaning suggest somebody doing something or advice, encourage them to do something.

For example

お茶にしませんか。
Ocha ni shi mase n ka.
Would you like to drink some tea?

いつか僕と一緒に帰国しませんか。
itsuka boku to issho ni kikoku shi mase n ka.
Would you fly home with me someday?

今晩一緒に公園を散歩しませんか
konban issho ni kouen o sanpo shi mase n ka
Why don’t we take a walk this evening?

「この試合、一緒に参加しませんか。」ー「いいです。」
‘kono shiai, issho ni sanka shi mase n ka.’ ? ‘ii desu.’
“Let’s take part in the competition with me.” – “Okay”.

ちょっと待ちませんか。
chotto machi mase n ka.
Wait me a minute.

Note: This structure is often used with 「一緒に」at the beginning.
「Vませんか」It means both to express the speaker’s desire and to ask the listener’s volition, with the meaning: “It’s nice if the listener agree”, so it’s used more popular than “Vますか”, and is more suitable for invitation, suggestion Vますか.
