Meaning and how to use :

Describe the meaning “regardless of, not relate to, no problem”. It’s used to take lightly the previous clause を問わず. Often goes with noun having pair : “男女”, “昼夜”,…

For example

経験を問わず、やりたい意識さえを持てば誰でもいいです。
Keiken o towa zu, yari tai ishiki sae o mote ba dare demo ii desu.
Regardless of experience, it can be done if you want do to.

この仕事が簡単なので、年齢を問わず、この書類を記入するとすぐに雇われる.
kono shigoto ga kantan na node, nenrei o towa zu, kono shorui o kinyuu suru to sugu ni yatowareru .
This work is simple for all age, just need to fill this form and you will be employed.

男女は問わず、誰でも参加できます。
danjo ha towa zu, dare demo sanka deki masu.
Everyone can join no matter what sex you are.

国籍は問わず、これは世界の解決しなきゃならない問題だ。
kokuseki ha towa zu, kore ha sekai no kaiketsu shi nakya nara nai mondai da.
Not about nationality, this is the issue that the world need to solve.

性別を問わず、みんなの権利は同じです。
seibetsu o towa zu, minna no kenri ha onaji desu.
No matter what gender you are, everyone has the same right.

Note:
– Mostly used in writtings.
– There are some cases where Nは問わず is also used.
